Enhancing the quality of life for our residents continues to be a priority.  The City of North Charleston is partnering with the South Carolina State Ports Authority and the Lowcountry Alliance for Model Communities (LAMC) to bring about positive change for the LAMC communities.

Mission
Promote the establishment of a community environment that will promote creative, critical and innovative thinking with the residents of the effected communities. To this end, the people will then foster real social change through the creation of master plans, providing affordable housing, implementing political and economic empowerment in order to improve the quality of life and develop model communities.

Vision
Develop a model community and to continuously improve the quality of life within that community; empower the residents of the community to be creative problem solvers and establish an economic, social and political environment that will enhance the growth of the community.

Scholarship and Grant Programs

Established to support educational attainment and offer assistance in areas such as childhood educational vouchers, enhance after-school programs, tuition assistance, GED classes and college scholarships.

What is the LAMC Area Revitalization Plan?

The LAMC Area Revitalization Plan (see www.commitplan.org) is a grass‐roots comprehensive planning effort led by seven environmental justice neighborhoods in the City of North Charleston. The LAMC project area includes neighborhoods primarily on the City’s southern end: Accabee, Chicora/Cherokee, Five Mile, Howard Heights, Liberty Hill, Union Heights, and Windsor. The plan will include research, analysis, and recommendations addressing a host of issues that affect neighborhood quality of life, including housing, transportation, environment, infrastructure, economic development, education, and open space. The goal of the plan will be to develop a unified community vision and implementation strategy for long‐term growth and equitable redevelopment.

How will a Revitalization Plan help my neighborhood?
Developing robust, successful neighborhoods is a long term effort that requires commitment, coordination, partnerships, and funding. A clear and unified community vision for the future is the first step. A Revitalization Plan that represents the unified voice of the LAMC neighborhoods will help coordinate among the various agencies that have a role in neighborhood revitalization. The Revitalization Plan will help establish priorities for implementation and assist with leveraging additional local, state, and federal resources. The Revitalization Plan is your blueprint to a vibrant, healthy, and unified community.

What is LAMC?
LAMC is the Lowcountry Alliance for Model Communities – a nonprofit organization founded for the purpose of advocating environmental justice and promoting community development, education, employment, quality housing, and community involvement for the study area neighborhoods. The LAMC board includes representatives from each of the neighborhoods as well as at‐large representatives with key areas of experience or knowledge. The Community Mitigation Plan Working Group, which includes members of LAMC as well as elected officials, appointed representatives, and the CMP Project Manager, will serve as the primary advisory body for overseeing the details and technical aspects of the Revitalization Plan.

Is the LAMC Area Revitalization Plan the same as the Community Mitigation Plan?
No, however the Revitalization Plan is a result of the Community Mitigation Plan (CMP). The Community Mitigation Plan is an agreement between the South Carolina State Ports Authority (SCSPA) and the City of North Charleston regarding activities the SCSPA will fund to help mitigate negative environmental impacts from the proposed port terminal development. An important component of the Community Mitigation Plan is the development of a revitalization plan for the LAMC communities.

Can I be a part of the planning process? How long will the plan take?
Yes, we welcome the input of all stakeholders with an interest in the LAMC neighborhoods, especially neighborhood residents. There are many ways to get involved and stay up to date on the project from its kick‐off in February to its planned conclusion in November. The LAMC project team is committed to an open and public process and encourages community participation. Some of the opportunities to get involved include:

  • Attend one or more of the public visioning sessions on April 16‐18th at one of the three following locations: Chicora Elementary, Felix Pinckney Community Center, Gethsemani Community Center
  • Attend a Community Mitigation Plan meeting, scheduled the 4th Tuesday of every month at the Accabee Community Center
  • Follow our progress on the project website: www.commitplan.org, which outlines all public involvement and planning efforts
  • Read project newsletters or view roving displays, which will be distributed widely in the community
  • Attend the Open House, currently scheduled for October
